Paint correction
Measured first with a paint depth gauge. There is a finite amount of clear coat on a car and every correction spends some of it, so the right stage is the lowest one that gets the result.
Swirl marks are not dirt. They are thousands of fine scratches in the clear coat, and they scatter light instead of returning it, which is why a dirty car and a swirled car look completely different once both are clean.
Pick a stage
A cutting stage to level the defect, then a refining stage to put the gloss back. This is where reflections stop breaking up and the panel starts to read as a mirror rather than as dark paint.

A coating is a sacrificial layer, not a force field. It makes the car easier to wash and holds gloss for years, and it will faithfully preserve every swirl underneath it if the paint was not corrected first.
Extraction rather than surface cleaning. Carpets and cloth hold what has been spilled on them, and a machine that lifts it back out is the difference between a car that looks clean and one that stops smelling.
Wheels come off for anything beyond a maintenance clean. Barrels, calipers, and arches carry most of the brake dust, and none of it is reachable with the wheel still bolted to the car.

It removes clear coat, which is exactly why it is measured before it is started. A gauge reads thickness across the panel and the stage is chosen from that reading. A car already corrected badly by someone else is the one case where the answer is sometimes no.
Years rather than months, and the number depends far more on how the car is washed afterwards than on the product. An automatic car wash will take a coating down faster than the weather ever will.
If you want the coating to be worth paying for, yes. Coating over swirled paint seals the swirls in and makes them harder to remove later, because now there is a hard layer sitting on top of them.
